Your application was quite short, but it wasn't awful at conveying your thinking. It's your conduct around MeepCraft that makes me question this - while you are a very sweet and nice person, you can lose control of your maturity sometimes. I think this is something you've noticed and it's one of the more prominent things to improve upon.
It's nice to see that you have learned some things from the internet, but one more is that you need some rough skin - sensitivity, as mentioned by others above, can be an issue. I'd suggest watching your temper, too; do what you did to the player you were banned for language towards while a Helper and you'll get demoted, but something mildly insulting towards another player not meant as a joke? Definitely a stern talking-to and blemish on your record.
You do like reporting things, but work on your professionalism. You are definitely someone I can see maturing over time and becoming a staff member - I'd suggest taking a few things from the posts made here. Good luck.
I won't leave a vote for now, but I am leaning towards an +/-, because you have good intentions and don't troll or be mean/rude on purpose, although you can have your worse moments.
EDIT: Never mind. After seeing your post when I looked at the thread again:
