What this does is ban people from joining your town (if it's open) or coming to your town spawn. Let's say someone broke something in your town, and you don't want to take the risk of them being here or coming to your spawn because a command might not work (has happened to me before) then you can ban them from coming to your spawn, claiming a plot or building in your town at all.
