At the end of the day, the decision of whether or not to upgrade the server fully to 1.9 or 1.10 will depend on two factors.
1. Are the benefits of not updating for the sake of the pvp aspect of meepcraft worth the effects that it will have on towny. For example, more players turned away from the server because of the missing items and effects, along with the incomplete 1.10 experience. Also, what is towns missing out on as a result of not upgrading? On the flip side, what will be lost in pvp as a result of upgrading, and is the part of the community that we will likely lose due to updating worth enough to prevent meepcraft from updating.
And 2. Can techs effectively pick and choose which 1.9+10 features to include in meepcraft after updating, such as removing instant damage arrows, attack cooldowns, ect. In a manner which will benefit both towny and pvp aspects, therefore eliminating factor one. Or, will the removal of specific features hinder the other aspects of meepcraft to the point in which decisions must be made upon factor one.
In short, I believe that meepcraft will eventually update to 1.10 for the sake of towny, while trying it's best to maintain a balanced experience for both towns and pvp. As someone stated in earlier threads, attack timers can be disabled with a single command block, as well as certain arrows being rendered useless in the same way that splash damage potions are currently disabled.
However, there should be no reason for meepcraft to continue to avoid updating to 1.9. Already, our player base is declining, and to not update and include new features as well as full update support simply turns away new players who represent possible donations. The best solution is for those involved with server development to find a way to provide a stable transition into 1.9 with the goal of 1.10 as soon as they're able.
