What shop are you in? You can't buy spawners/use them unless you are elite+... You said you are premium so you must be in the elite shop in which you can't use. No bug here..

There is a bug - even if you walk past the spawner without touching it it will trigger this message that spams your chat window, saying that you can't buy spawners (which you can't, but the spam part is the bug, not the content of the message). Also, anyone can walk into any shop; you don't have to be that rank to go into a certain shop anymore.
