Personally, I believe that if this happened, people would be all over the place; it would also be very confusing. Dealing with being a member of two towns is already hard enough for some players, so adding in a third Towny world may be too much. From what I can see, most people are usually in either Towns Alpha or Towns Beta while they're on the server, which makes me wonder how exactly this proposed idea is supposed to help increase the amount of players or make Meepcraft anymore of a Towny based server.
Based on my opinions, it's a -1 for me.

You have a choice if you join a third town or not.
I can understand why people want a third towns world as it has had historical success in meep boosting the community attendance 3 fold. It's always an exhilarating race to be the biggest best and most successful town of that server. Most find starting a new a way to reignite their love for the server, and I and others have found themselves loving the server once more due to it.
You can ask most and the best time in meep was the reboot as it was fun starting again, and this has the potential to have the same effect.
