It's always been the case with all the staff members, excluding the very few staff who have tried to combat this. The server isn't big enough for PVP mods on their own; there is currently around 30? moderation staff and with the average player count just under 200 - so it's around 6 players to a staff member, so the excuse of there being lack of staff which was commonly used before is out of the question. I'd happily like to know why there is very little effort put into dealing with hackers on the server, is it that the staff are uneducated on hacking? (not sure how that's possible but anyway), the staff are lazy or just simply not want to deal with them? Considering how players hacking is a huge push factor for many if not all servers; there should be a lot more effort being put into dealing with cheaters.
+1 for recruiting staff who are motivated to deal with hackers, -1 to specific pvp mods
When people see a hacker, record or get evidence. Staff members are very busy usually, and will eventually get to the situation. But if you can record the cheater or get evidence of the infraction, report him on the forums. I support your idea of recruiting people, but it needs an application form or something.

Reporting hackers on the forums is next to useless, by the time you record them hacking, edit the video, upload to youtube and post on forums - many players could already have been turned away, why would they stay if there was hackers just running about free, ruining other peoples enjoyment? and generally it's just a huge waste of time.
