It seems like the practical solution to that problem is to find a town within a biome you're looking for. However, I do like the idea :) +1.

Maybe it's possible so that once the plot owner has unclaimed the plot then it would convert back to its natural biome.

Like others have already said it is a good idea but it rules out the fun of trying to find the perfect biome to create your town.

You still need to find a flat biome. Who on Earth wants to run around trying to find a plains biome that hasn't already been taken? It wasn't any fun for me.

Denied. This defeats the purpose of finding a good town plugin, and the towny plugin is very hard to manipulate. Thanks for the suggestion!
