Bug: /nv error on 2 servers

Summary of Bug: I am an elite and /nv (night vision) does not work on the airship and dungeon servers. I continue to get an "upgrade your rank" message when I try to use the command.

I believe it is disabled at the moment until /potion comes out.

Regarding /nv, our tech says that the command works on both servers. But! The permissions needs to be turned on. He cannot do it but admins can. Lets see if we can accomplish this soon.
