As probably all of you know by now, the cooldowns on swords, axes, and other weapons will have a huge effect on pvp. However, as many of you probably do not know, these cooldowns are modifyable by nbt tags on the item being used. My suggestion is, to preserve pvp and the enchanted books market, swords and axes crafted by players and given in kits are replaced with their pre-1.9 counterparts in terms of damage and cooldowns.
