This is not a bug; you need 5 posts and 5 likes in order to fill out a helper application. However, I'd suggest not applying as you're really immature and your forums activity is atrocious.

Tbh I'm not immature. I can be serious when I want/have too I just want to help meep be a better,fun,and safer place!
You have enough posts and you've been here long enough, you just need another like in order to access the Helper Application form; As you only have 4 (But I really wouldn't recommend applying right now)
