I would honestly love to see this. I play in single-player all the time because I just don't like what Towny has to offer sometimes. Yes, I like the security of some of my iteams, and being able to build a safely built house that is mostly guarded against other people damaging it, but I also like not having all of that.
Being a "donor," I don't care that I wouldn't have perks. Perks are nice, but defeat the purpose of this world. You don't get perks in single player, so why would you get them here? That just sounds absurd, sorry.
Easy implementation in my eyes. You don't have to do much. Like many have said, homes are accomplished with beds, as long as they stay that way, and don't get overridden.
We could have different levels of the same achievement.
Example:
Diamond Miner I: mine 10 diamond ore
Diamond Miner II: mine 50 diamond ore
Diamond Miner III: mine 100 diamond ore
Diamond Miner IV: mine 500 diamond ore
Diamond Miner V: mine 1000 diamond ore

Disagreeing with what n00bslayer said here, I would actually like to see this. The only thing you get out of achieving this, is the achievement. Who doesn't like having something to look forward to? What about work toward? An achievement is an achievement. School achievements, they won't matter in 5 years, but it is still nice to know you achieved something, right? However, I do agree that there shouldn't be extra-plugins. So, kind of a hypocrite here. Basically, it should be like we are playing in a single-player world, with multiple people, on a multi-player server.
Anyways, @Deinen, awesome idea. I feel like I've heard you say something like this before at some point, but I am not 100% sure.
