I actually was just thinking about suggesting this a few days ago, but decided against it. For starters this would cause a huge debate about whether each issue actually is a bug and how much the prize should be for reporting it(some bugs are bigger than others). Additionally, I think that this would lead to a huge number of spam threads, about bugs that had already been reported. Furthermore, I am sure that the staff already knows about many of the current bugs, but has not yet fixed them as they are low on the list of priorities. This would mean that the staff would have to create and update a new page of all the current bugs, which is not a really good idea as some of the bugs could be discovered and exploited, when otherwise they would have not been.
