This problem has absolutely nothing to do with RAM.
If a lot of players are indeed experiencing low fps in spawn it is because there is too much going on, like too much players there.
Upgrading the server's ram will only make for a faster connection, but not for higher fps.

More RAM server side = more players online, less connection lag.
More VRAM client side = More fps, no connection change.
+1 on adding more server ram please.
