Two worlds with plenty of spaces... Most of it aren't fit to establish a town. What you're implying here is that people make towns wherever. You see, most of us have planning and want a specific area in towny to make our town. For example, back when town spawn were still there, people make towns near the spawn so they can exploit new players. Most of us mayors prefer a fresh and natural environment as we can continually expand our towns on it and it's more likely to attract new players. Seeing broken buildings aren't a pleasant sight you know?
Then find a normal spot. Make it more normal. Build it up. It may be harder but it can be done.

It may be harder meaning it will take more time. I'm a teen but I'm not the kind of guy who sits down and play minecraft all day.
And my raider's point. Lots of people enjoy raiding, lots of people enjoy claiming old towns and restoring them. Why take that away?

Yea, lots of people enjoy raiding because it's a way to make a lot of money or probably not. It's like a gamble. However, I don't agree with you that lots of people claim tows in order to restore them? More like; people claim towns to raid them and after raiding, they will just leave it and the buildings that they broke. I raid towns sometimes and get really valuable items but have this towny chunk regeneration will not only help the economy by destroying items, it will also make the worlds attractive.
