Why not?
It is not an effective way to stop spammers at all. It's nearly impossible to hold a conversation in shout, let alone with multiple people. I can't take conversations to /msg because /msg is even more clunky than shout is right now.

+1 to removing shout tax for all players.

Agreed. I'll just repeat my thoughts on this from a previous denied suggestion:
+1 for removing the "shouting too much" penalty, but I guess it depends on the idea behind it. If the intent is to prevent or discourage spam, it doesn't really do that.
If the intent is to limit back-and-forth discussion in shout... I suppose it does what it's meant to do. But I don't like discouraging people from talking server-wide in a place with such a great community. :( I don't really think it's necessary with a spam filter and /gtoggle.
