Bug: Forum Account Confirmation Email Wont Send

Summary of Bug: When you create a forum account or change an existing account's email, the conformation email wont send. Without an active email, you can't post on the forums.
Evidence of Bug:
Additional information: I did a /modreq on this in game and was able to have a staff member disable the requirement of having an email on this account. I also found another player Ethio who was having the same problem.
