He means to say that since you are 13 years old, it does not seem very possible for you to sell people ranks.

Personally, you seem fine to me, its not tough for a 13 year old to have a little extra cash; but it would be strange if you sold a good number of ranks since you do not have an income. This is probably what Old_Pink was thinking of.
