A Bad boys tutorial.

Well pretty much all I am suggesting is that you have a tutorial of the rules that you must complete after you are banned.
Once a player is unbanned they will automatically be teleported to a "tutorial like" room where you have to answer a few questions answering some rules to the server.
Questions could be like:
Is inappropriate language tolerated on the server?
What rank must you be to own spawners?
Where is the only place you can legally grief?
What must you do before you raise taxes in a town?
Are any type of scams allowed on meepcraft?

This can prevent multiple offenders to the rules and will in all make meep better.

We do and don't, I've done it a few times. I think it should be systemic, but we're working on figuring out a way that works for that, and not them just copying down the rules from another tab, heh.

Telling someone what the rules are doesn't mean they'll follow them.

Though that may be true, it still will help some people learn new things. Not everyone likes clicking on links to websites, then reading the rules there. I, for one, prefer to read things in game.
