No it doesn't look like PacMan at all. It looks like SAO, where Kirito is drawing his double swords in preparation of fighting, and the blue and green is to describe the dramatic mood. Idk, sorry if any of this is inaccurate, but I am a sucker for abstract wallpapers that can use the color blue correctly.
