In a way, it's about to ;). 1.13 was supposed to be a technical update which included the rewrites to world generation, internal block IDs, the command UI, and the fleshing out of datapacks. 1.14 was going to be the Update Aquatic with an overhaul of Minecraft's oceans to add life and adventure to them. This release was merged with the Technically Better update to reduce time for updating (not that it helped much...). The tentative release date for the Update Aquatic is this Wednesday so... it's almost out in a sense.
