It is luring though at the same time because the player promised a reward for people to kill him (1 mill) and as soon as I got there he tried to camp and push me along with other players in. The point is that he did something wrong here to get players into a pvp zone. Sure you willingly knew it was pvp but did you know that if you did kill him you wouldn't get anything? The reward? Or even get killed because you were pushed in purposely from a safe zone?

Define "safe zone", because if it's not PVP you can't hit someone. If someone is pushing you in using some other means (because you can't hit them), then we can talk.
As for not knowing if you'd actually get paid, that doesn't necessarily make it relevant to this. If you go into PVP, you must assume the risk of death. You could clearly see the person standing at the entrance, you could easily make the choice not to go in. To enter PVP, I believe one assumes the risk of death, inherently.
