If so, would the player be penalized for not paying on time, and how?

If there was a penalty, maybe the Console could ban for a certain time, like if you don't pay for
X time, then you get banned for
X time.
For example: I take out a loan of 200k. It gives me 3 days to pay it back. In 3 days, I still don't pay. I will get banned for a certain amount of time, possibly 2 or 3 hours. Let's say, I come back, but STILL don't pay. I get banned for a day or two. The cycle would repeat until you pay or get perm banned.
