There are too many noobs who come on Meep just for halo, and they play it for hours and hours every day. They would bring in a ton of money, and then there wouldn't be an outflow as they don't use it at all. They come online often to play Halo, which ensures the money will always be there, however they will never leave Halo and spend the money.
