Some servers have this plugin. A banknote is essentially just a piece of paper (or it could be another item) that acts as a certain amount of meebles. You can convert money into banknotes with a command, and cash them by right-clicking. They don't serve any real purpose, but they make gambling a bit more fun/realistic, and they're just neat.
