Scammed 8m (I think)

So here's what happened, Mistertaco_pvp and I were dicing for an ultimate rank-up ($160) He asked me what I would take if he did not buy me ultimate, I said 8m and he agreed. I won the dice and he didn't DC or anything he seemed pretty cool about it and now its been a few days and he has gone pretty inactive since then, he hasn't paid yet and I would like him to send me 8m meebles or the ultimate rank. Ive sent him mail multiple times and he has not responded. just wondering if staff could either pursuade him to pay or issue a refund.

8m is alot, atleast it would be good to pursuade him to pay, If not it would be a pretty big ban
