Lets start off with the few problems. Then we will go onto how to fix these problems.
Problems -
- Tax being to high
- Not enough plots
- Too many residence
How to fix these -
- Taxes should not be higher than what it cost to withhold the town. Unless needed more to build something for the town. Then they have to wait at least 7 days to change the tax, with via mail or sign in /t spawn. After they have got the amount of fundings it should be put back down to the cost of running the town.
- This one might take a while to fix or might be near impossible, but I think there should be a setting in towny where you have residence plots, community plots, or other plots. All three of these should pop up in the town info on how many plots of each there is. So it is a lot more clear on it as well.
- Residence plots would only be able to be claimed by people.
- Community plots would be shops, grinders, or casinos. With all perms turned on unless changed by mayor.
- Other plots would be roads, town spawn, or anything else you can think of that doesn't really need perms.
- The mayor or anyone with inviting perms should not invite anyone into the town that can not give a plot. If they do invite someone into the town, they have 7 days to get more residence plots for their town or be warned/punished.
This needs some touching up on. So suggest some other things that could solve this problem more efficient.

Hm, I liked these suggestions but the one thing wasn't quite addressed is if the players join of their own will while no one is on, or if they left right after? Got any ideas for that?
Maybe there could be a notification system if assistants+ are offline saying: "At the moment there is no one online to give you a plot, try again later!" would we nice?
Or maybe when a resident trys to /t join a town when no one can give them plots by /plot fsing it and /plot claiming it, then have that notification?
