I think that the server should add a lockette plugin. Even though there are plots you can claim, there are some people who can't afford to join, or live in a town who need to protect their items. Just put lockette on your chest and this is done. It is a cheaper way for players to protect their items.

-1, there are many free towns out there. With chest-shop, and towny permissions done correctly, there is no need for lockette.

Like what others have said before, just simply make a chest shop that buys air.

Our goal is to get players into towns rather than keeping them in the Wild.
