Make Arena / Shop Plots in Towny useful!

Since relaly there are 4 plot types in towny , Normal, Embassy, Shop, Arena give the Arean/Shop plots more abalities to be more useful.

Leave the Normal/Embassy plots alone but add some changes to the Arena/Shop plots.

Arena - add basic world guard effects so NO DONOR PERKS can be used, this will allow fair pvp fights without /heal /fly /eat /fix etc. Also this could be used for other purposes like surrounding your town with arena plots so ultimate cant /fly into your town uninvited (assuming you have a way to stop them from walking in).

Shop - not sure really what can be added to this but maybe like simple perks of Speed 2 or something so town owners could use the /shop plots are the "roads" and people could actually run faster on the roads when going around their towns :)

This could be cool as i like the idea about how you could use it as a force-field around your town to keep out intruders cause right now the only way to keep people out is to cover the whole town in glass dome which is not likely.
