I've had 2 interactions with you, 1 wasn't great and the other was pretty nice. Apart from the fact it was right before you got staff and I have no clue if it was the "real" you or a "inb4 staff app" person.
You do have past experience... as mentioned by people many times, but that was a good year ago. I don't think someone should +1 you because you were staff a year ago, they should +1 it because they actually have good interactions with you -- not just one interaction.
These kinds of posts really annoy me, you obviously don't have any good reason to post here, and it's clearly bias.

Why should he have to wait? If he's ready, which he is, why can't he apply? He's qualified for the position and that's all that matters.

You don't back up your statement. He's ready according to you, but that's an opinion. If you added an interaction (into the post)that you've had with him or even experiences you've had, then this post wouldn't be half bad.
