Suggestion: Read the title
Details: Ain't it annoying that so many people post out of turn on these threads that are only supposed to be posted on by only a few select people? My suggestion is to put a "Subject to approval" post 'limiter' to where people can post and it has to be approved by staff before it's shown to the public. For ban appeals, only staff members and the person who created the thread may post without having to go through the StA process.
With reports, maybe, only the reporter, the staff members, and the person that's being reported (maybe through a @ tag in the "player being reported" section, if that person doesn't have a forums account known to you, possibly, just put their name in and the staff will deal with the StA stuff)
And finally, before you say "Oh yeah give the staff another damn thing to worry about", what the hell do you think they signed up for xD
