Rules are unlike laws. There is no inherent prompting to have to enforce a rule. In fact, rules are tools we use in order to moderate the server in general, and using discretion to apply a rule or not in a situation.
Additionally, imo, the solution is not to sink in countless time into this area warning and deleting comments that will never stop. I'd argue if this is such a big deal, we make staff applications private, which would solve the entire problem.
