lets not refund for scamming. gotta have some risk with that profit right?

The difference is, with us refunding loans like we used too, this enabled anyone to give anyone else a loan, no matter how shady their reputation may be. There was no due diligence involved in the decisions, because it was not needed, you got your money back anyway. Additionally, this caused us to begin banning people who really should have never taken a loan out to put them in that situation, nor anyone would have loaned money too in the first place, if there was a chance they would not get paid back.
If I go to your store, and rob you or defraud you in anyway, I go to jail. If you loan me money and I never pay you back, it's not a criminal issue, but a civil one. The distinction is different, but the concept of distinction is much the same in my statement.
