Isn't there a type of water that doesn't flow only found in creative

Yes in creative there are "two" water blocks 1 flowing 1 stationary. Flowing water is simply water that is NOT blocked in, and stationary water is water like in a lake or hole or something that don't allow it to move. You can put 2 flowing water down 1 block apart and it will make a 3 water block in the center and all will be stationary (if block around all sides so it can't flow).
On a side note im not sure what you are tyring to do exactaly with stationary water but im sure you can make whatever your trying to make with signs or something making the water "not flow".
