Adding permissions to something as simple as the /pwarp system would be complex, and there are plenty of of other things that the developers should be working on. Right now, when someone uses the /pwarp command, all the system has to do is check if the pwarp location is safe, and then move the player to that location. No data lookup required. With this proposed change, it would first have to do a database check to see if the person was on the blocked list, and then it could move them. If a /pwarp was mentioned in chat and a bunch of people used it, the system would have to do the lookup for each one.
If you're really that concerned, just use the existing trespassing rules in place for Towny. Put the /pwarp on one plot, and put your shop on the next plot. Put a sign up between the two listing the people who are banned from entering. http://meepcraft.com/threads/towny.14282/
