Cookies is wrong on this. You can buy a rank again from Meepcraft, and you do not have to pay someone else do it for you. :)
If you get an error message while trying to donate, please post here with the error you are seeing and either @@Cooleysworld or @@Coelho should be able to fix it for you. Now, players who have opened too many chargebacks sometimes are banned from using Buycraft, which is the donation system for ranks and is not run by Meepcraft. If that is the case, what Cookies is saying may be true. But normally, players with chargebacks on their account can (and often do) donate again. :D One chargeback does not automatically mean you have "failed fraud checks."
