My reasoning is that if someone is good at their job, keep them there. He is way too new to become mod. he is good at his job, but not ready. still -1

That makes no sense what so ever. If they are good at their job, it would make more sense to put them at a higher position to do their job where it would be worth something more.
Again, still no valid reason why he should stay at helper, all you said was, "he does a great job, but shouldn't be promoted, because he wasn't helper long enough" That isn't crisizism for how he can improve.
