So today I logged on and I found that my heads were gone, I asked the mayor if he took them, no. I had 3 chests full of heads (mostly ranked), I really hope to get these heads back or just get a refund to get more heads this may take a while but I'm going to try to remember all the heads i had

Your mayor probably took them or one of the assistants. Often, the temptation to take things out of chests is more than most people can handle.
