As happened today, meepcraft was spammed with adds when no staff member was online. It happened for many minutes and no talk could happen.
My suggestion:
If someone shouts lets say, 3 messages in 10 seconds (not nessesarily the same message), it doesn't let them shout until 10 seconds after their last shout. This reduces some spam.

We already have something like this in place, since this seems to be an issue i'm moving this to report a bug instead as its more useful there.

There's a plugin where if you say adds you get kicked.
