I'm having the same issue as well.
Since yesterday it hasn't worked for me. Voted on all the links and it wouldn't announce on /shout and when I checked my /bal I had not gotten any meebles nor were my votes counted on /vote. So whilst other people are racking up points we're sitting here getting nowhere.
And its just as you said bbycakes2012, there's several more people with this same issue just by asking in /shout.
